Number Six: You haven't addressed the real problem, of course.
Baltar: Yes, yes. There may be Cylon agents living among us, waiting to strike at any moment.
Number Six: Some may not even know they're Cylons at all. They could be sleeper agents programmed to perfectly impersonate human beings until activation.
Baltar: If there are Cylons aboard this ship, we'll find them.
Number Six: We? You're not on their side, Gaius.
Baltar: I am not on anybody's side.

This puzzle is a more convoluted version of rule-34, with two key differences: You are not told what the 'disobedient' pixels are, and rules are not consistent within rows, requiring a more statistical approach to solve. Deducing the rule numbers for a large number of cells, a diagonal pattern becomes apparent which reads "thisisjankyaf" in ASCII.
Author's note: My puzzle is bad and I feel bad. Sorry for failing you puzzlehunters, brb commiting sudoku.
